The firearms sold by CARDINAL NORTHWEST, LLC are designed and built to the manufacturer’s specifications, and as such, we cannot guarantee the function or accuracy of firearms “off the shelf”. If you decide to have aftermarket parts installed, such as Picatinny rails, lights, sling attachments, or optics, we are happy to do so at our standard hourly gunsmithing rate of $85/hour. Be aware that certain modifications may prevent you from returning a firearm to the manufacturer for warranty service.

Transfers

Private Party Transfers:

If you need to transfer a firearm between two WA residents (private party transfer), we offer some advice and tips.

Please call and make an appointment so we can better meet your needs. Upon arrival, you will complete ATF Form 4473, and in the case of a handgun, WA state Pistol Transfer Application. then submit to a federal background check, known as NICS.

If your new weapon is a handgun, WA state law requires that you either carry a current WA State Concealed Pistol License, or you pass an additional background check, conducted by your local law enforcement agency, before taking possession of the handgun. This additional background check could involve waiting up to 10 business days before the handgun is transferred. An additional form (WA Pistol Transfer Application) is required for handgun transfers.

We ask that you bring a government issued photo ID (i.e. driver’s license), which shows your current address.

If you do not have your current address on your ID, you will need to provide an additional government issued document with your current address shown. You may also update your driver’s license information with the WA Dept of Licensing prior to your arrival.

Interstate Transfers:

CARDINAL NORTHWEST, LLC is happy to transfer your firearm to you from an out of state seller. We will accept shipments from both FFL’s and non-licensees. We do not provide a copy of our FFL to non-licensees as they can verify our license using the ATF’s FFL EzCheck, enter 9-91-xxx-xx-xx-06556. We do require non-licensees who ship a firearm include a copy of their driver’s license or valid gov’t issued photo ID so that we can accurately record the source of the firearm and keep our ATF compliance inspector happy.

We must charge WA state Use Tax on firearms coming from another FFL holder located in another state. You can read up on the requirements here: WA Dept Of Revenue Special Notice 14.

We ask that you bring a government issued photo ID (i.e. driver’s license), which shows your current address. You will be asked to fill out ATF Form 4473, and in the case of a handgun, WA state Pistol Transfer Application.

If you do not have your current address on your ID, you will need to provide an additional government issued document with your current address shown. You may also update your driver’s license information with the WA Dept of Licensing prior to your arrival.

If the FBI NICS denies the transfer, the buyer has several choices:

1) Arrange with the seller for the return of the firearm and pay us for return shipping.
2) Consign the firearm with us.
3) We will hold the firearm while the buyer appeals the denial. If the buyer files the appeal within 30 days of the denial, no storage fees will accrue as we will not penalize buyers for delays forced upon us by the government. If the buyer does not file the appeal within 30 days we will charge a storage fee of $10 (ten dollars) per week to store the firearm. Once the storage fees have exceeded 50% of the firearm’s value we will sell the firearm, deduct our storage fees, and return the remainder to the buyer.

Storage Policy

If you need to leave your firearm with us for simple storage purposes not involving a NICS denial, our storage fee of $10 (ten dollars) per week will apply. We encourage you to avoid long term storage. Our space is limited, so once the fees have exceeded 50% of the firearm’s value we will sell the firearm, deduct our storage fees, and return the remainder to the buyer.

Government Sales

The Federal Government and several states have enacted gun control laws that restrict the public from owning and possessing certain types of firearms. Law-enforcement agencies are typically exempt from these restrictions. CARDINAL NORTHWEST, LLC does not recognize law-enforcement exemptions to local, state, and federal gun control laws. If a product that we market is not legal for a private citizen to own in a certain jurisdiction, we will not sell that product to a law-enforcement agency in that jurisdiction.
